Organizational Reviews and Staffing Studies
We conducted a comprehensive review of workforce adequacy on behalf of the Illinois Commerce Commission for the five regulated investor-owned electric utilities in Illinois. This included MidAmerican Energy, AmerenIP, AmerenCIPS, AmerenCILCO and ComEd. The study involved an in-depth review of policies and procedures, staffing levels, work processes, training, safety and workforce planning. We held over 100 interviews, reviewed several hundred documents and formulates actionable recommendations for each company. |
We conducted an organizational restructuring in preparation for the retirement of the Managing Director. We consolidated senior executive functions under a Chief Executive Officer, Chief Operating Officer, Chief Financial Officer and Chief Marketing/Information/Customer Care Officer arrangement, identified and evaluated prospective candidates for all these positions, including the CEO, as well as many subordinate manager and supervisory levels. We provided a succession planning table and implementation strategy and action plan. We benchmarked the company against both U.S. and Caribbean counterparts.
We also prepared a reorganization study for the Generation Department in parallel with a second engagement involving the development of an information systems plan for the department. These two efforts were specifically designed to ensure plant support from an organizational as well as information technology perspective during periods when plant expansions and possible unit repowering alternatives would be undertaken. As a direct follow-up to these assignments, we were contracted to assist, identify and select a Work Order Management System and integrate it with corporate level general ledger, and materials management and personnel systems. |
We conducted a comprehensive compensation study covering 175 employees in 109 job positions ranging from the Chairman of the Board of Directors/President to the lowest level position in the company. We prepared and issued a salary survey to a panel of U.S. water companies, as well as electric and gas utilities, banks and similar companies having comparative positions. Using the survey data, augmented by data provided by Securities and Exchange proxy statements, several salary survey software programs and data from the U. S. Bureau of Labor statistics, we developed a comparable position table and salary scales covering Officer, Management, Supervisory and Professional, and Technical and Administrative categories. |
We performed a comprehensive assessment of power supply, service delivery, and general administration support staff and prepared new job class specifications and a transition plan with training requirements. We rewrote the customer service representative training program and helped provide train-the-trainer training to JEA’s training specialists. |
Working for the Prime Minister of the Bahamas, we performed a skills assessment and work activities analysis involving over 1,400 employees as the foundation for an organization and staffing study in support of the privatization, reorganization and staff reduction effort leading to the outsourcing of non-core business functions. This involved development of complete employee personnel profiles, work activities and task volumetric and time requirement measures, and resulted in specific recommendations regarding positions from the most senior executives to the most junior positions. |
We assessed the gas business unit organization and benchmarked it with those of other combination utilities on the basis of performance results achieved. |
For the Governor of the Bank, we conducted a comprehensive compensation review to determine the pay parity between positions in the bank and comparable positions in industry on the islands. |
For the territorial Public Service Commission, we conducted a comprehensive management audit and organizational assessment leading to recommendations designed to significantly reduce operating and maintenance labor costs, reduce overtime labor costs, and reorganize the structure of the organization to be more streamlined and efficient. We benchmarked the company against both U.S. and Caribbean counterparts. |
